Who is covered by the Manitoba provincial government health care plan?

The Manitoba Health, Seniors and Active Living Services Insurance Plan (MHSIP) covers all Manitoba residents. It includes basic healthcare services like doctor and hospital visits. Residents must register to be eligible.

To qualify for Manitoba Health, you must reside in Manitoba for at least 6 months per calendar year. Tourists, visitors, and transients are not eligible. Certain exceptions apply.

Prescription Drugs

The Manitoba Pharmacare program provides coverage for prescription drugs listed on the Manitoba drug formulary, with coverage based on household income. You pay an annual deductible that is determined by your income, along with a dispensing fee. Pharmacare covers the remaining cost once the deductible is met. Blood glucose test strip quantities are limited based on your diabetes treatment plan.

Ambulance

Ambulance coverage in Manitoba is limited to medically necessary hospital-to-hospital transfers. There is no general coverage for ground ambulance services, and residents may be responsible for the full cost unless they meet specific criteria for coverage. Air ambulance services are typically not covered. Certain exceptions apply, depending on the circumstances.

Dental benefits

Dental coverage under the Manitoba Health Plan includes in-hospital dental surgeries, but routine and major dental services, such as cleanings, fillings, extractions, and crowns, are not covered. Treatment for accidental injury to teeth is also not included in the coverage.

Vision care

Manitoba covers one routine eye exam every two years for residents aged 18 and under, or 65 and older. Medically necessary eye exams are covered for all ages, but prescription glasses and contact lenses are not included in the plan.

Hospital

Manitoba residents are covered for standard accommodations and meals during hospital stays, including ward rooms and necessary medical services. Private rooms are available at an additional cost.

Paramedicals

Manitoba covers a maximum of 7 chiropractor visits per resident per calendar year, limited to adjustments of the spinal column, pelvis, and extremities. Physiotherapy, occupational therapy, speech therapy, and dietetic counselling are covered when provided in a hospital setting. Outside of these situations, paramedical services are not covered.

Hearing aids

The Children’s Hearing Aid Program provides coverage for children under 18 who require hearing aids, as prescribed by an otolaryngologist or audiologist. The program covers one hearing aid per ear every four years, with a $75 deductible per claim. Unfortunately, no coverage is available for residents over 18 years old.

Medical equipment & supplies

The Prosthetic and Orthotic Program in Manitoba provides coverage for one prosthetic or orthotic device every two years for eligible residents. The Orthopaedic Shoes Program covers orthopedic shoes for residents under 18, when prescribed by a medical practitioner. Manitoba Health also covers Continuous Glucose Monitors for individuals aged 25 and under who meet specific eligibility criteria.

The Manitoba Health, Seniors and Active Living Services Insurance Plan (MHSIP) does not provide any coverage for accidental death and dismemberment. Residents should consider purchasing private insurance for this type of coverage.

Out of country

The Manitoba Health, Seniors and Active Living Services Insurance Plan (MHSIB) provides emergency hospital coverage based on a daily rate, with a maximum of $100 CAD per visit for out-of-country services. Residents are responsible for any costs beyond this limit.
